Rudy Giuliani knows how to play the game, and he's certainly not afraid of the House of Representatives. In fact, none of the corrupt officials/lawyers/flunkies are. The House isn’t going to lock him up any more than they will anyone else. All this huffing and puffing about “inherent powers to hold someone in contempt†is pretty much bluster, and apparently ineffectual bluster at that.
Like a sullen perp who really doesn’t care, Giuliani has figured out that all he needs to do is yell “stop me before I kill again!†as many times as possible, understanding that nothing is really going to happen to him. Sure, he can overplay it in the long term, but no one is seriously doing much. After all, has someone filed an ethics complaint with the New York bar association? Nope. They’ve not even put out a generic “we expect lawyers to behave well†memo. Oh, and by the way, if you thought the American Bar Association was some powerful, national group with influence over lawyers, guess again: it has as much power as the Mickey Mouse Club does overs its members.
It’s all farce, and bad farce at that.
